The National Lifesaving Association of Azerbaijan was founded in 1926 in the Baku City port. In 1928 the first Congress of the Lifesaving Organisations of former Soviet Union took place and central management board has been elected.
Since 1971 the responsibility of water rescue in Azerbaijan was delegated to the National Lifesaving Association, which was a non-governmental organisation of professional lifeguards of Azerbaijan. In 1992 the National Lifesaving Association was reorganised into the State Water Rescue Service of Azerbaijan (SRSA) and was subordinated to the Cabinet of Ministers of Azerbaijan.
The State Water Rescue Service of Azerbaijan has totally 337 staff, 41 lifesaving stations or posts and two mobile lifesaving teams in all the coast of the Caspian Sea and other rivers and lakes of Azerbaijan.
In 2000 lifeguards of SWRSA have brought back to life 220 persons and in 2001, 189 persons.
