2004 - 2008 Action Plan - Performance Indicators
Goal 1
To advocate with national governments and non-governmental organisations to establish drowning as a public safety issue, to establish ILS, including its member organisations as the world authority in the field of drowning prevention and lifesaving sport.
Key Performance Indicators
- Increase Members: Full Member Organisations by 25%, Associated Member Organisations by 100% and convert 10 existing Corresponding Member Organisations to Full Member Organisations.
- Full (level 3) recognition by the World Health Organisation (WHO) and the International Federation of Red Cross and Red Crescent Societies (IFRC) has been achieved and ILS is referenced by them.
- A comprehensive plan involving strategies to prevent drowning has been developed.
Commission/Committee Performance Indicators
- One established formal linkage with the United Nations is achieved.
- A Memorandum of Understanding with the International Federation of Red Cross and Red Crescent Societies is signed.
- The gender equity targets defined by the International Olympic Committee (no less than 20% of one gender) is achieved by ILS in 2008 at the Board of Directors, Commission and Committee appointments.
- The Athletes Committee is fully operational and fulfilling its Terms of Reference.
- Lifesaving is on the list of optional sports for the Commonwealth Games.
- There is a ten percent increase in number of ILS Member Organisations that are members of their National Olympic Committee (NOC) and/or Commonwealth Games Association (CGA).
- Five percent increase in number of National Government is providing funds to Lifesaving.
- Existing Government funders maintained or increased contribution.
- Five percent increase Full Member Organisations who are recognised by one or more of their NOC/CGA/NSC (National Sport Council).
- The international news media and researchers quote ILS as a primary source of information and reference related to aquatic safety and drowning prevention
- Fifteen percent increase in links to ILS website on all major org websites.
- Ten percent increase in the number of Lifesaving organisations award programmes granted ILS Equivalency.
- Annual increase in number of government and National Sports Organisations guidelines/ regulations citing ILS approved standards and/or position statements.
- ILS Standards and position statements have been quoted, referenced, and implemented by member organisations and outside organisations with ILS representatives invited to present at conferences/ forums/workshops on items related to lifesaving
- ILS Members Advisory systems are linked to Medical area of ILS Website.
- Minimum eight new medical position papers are produced by the Medical Committee and approved by ILS.
- Increase in number of times ILS Medical Position statements are quoted or referenced.
- Minimum four position statements topics published in referenced medical journals.
- Minimum three medical literature search engines cite ILS medical position statements.
- Minimum three medical websites have links to ILS medical position statements.
- Two research projects/year undertaken related to ILS medical issues.
- Three position statements relevant to the education of lifesavers has been developed and approved.
- The 2007 Water Safety Conference has taken place and was delivered in accordance with the standards in the Bid Document.
- Five additional Full Member Federations have adopted the ILS standard on Beach Safety Flags
- A best practice standard signage template for aquatic areas has been agreed and endorsed by the International Standard Organisation, in direct consultation with ILS representatives.
- A standard on recommended minimum fitness standards for lifesavers has been adopted.
Goal 2
To increase the ILS revenue base, and diversify the sources of revenue for ILS.
Key Performance Indicators
- Increase revenue by minimum ten percent per year.
- Sufficient stability of resources to hire full time senior professional staff.
Commission/Committee Performance Indicators
- Financial statements 2008 verify three additional sources of revenue. Comprising at least ten percent of total revenue.
- Sign a minimum of one major sponsor and two minor sponsors.
- One new business opportunity other than current revenue streams, sponsorship and sports.
- Sign minimum of one multi-event (e.g. 2006 and 2008) sponsor for World Championships.
- Income secured for ILS within 2008 and 2010 Host Agreements.
- Risk Management Plan in place and monitored by Board.
- No conflict between ILS and member federation sponsorship and commercial properties.
Goal 3
To produce the world drowning report (WDR).
Key Performance Indicators
- Report Published per schedule in approved plan.
Commission/Committee Performance Indicators
- Published report available in all Full Member countries.
- Each report has an increase in number of nation’s statistics that are included
- Increase in number of countries publishing their own reports/interpretation of national data.
- Evidence of drowning report use in ILS activities.
- Evidence of promotion of the report once published:
· Industry journals and magazines.
· Presentation of the report at conferences and seminars.
· References in general media reports.
Goal 4
To improve the management and conduct of ILS World Championships and the development of lifesaving sport at all levels.
Key Performance Indicators
- Twenty five percent participation increase in participants and number of National Teams participating in Lifesaving World Championships by 2008.
- Clear and timely ILS controlled registration and performance/results system in place for Rescue 2008.
Commission/Committee Performance Indicators
- World Championships results posted within 24 hours.
- World records at events other than World Championships certified and posted within 30 days.
- Survey data from participants indicates high level of satisfaction.
- Event Management Manual published by February 2006.
- 100% compliance with Competition handbook.
- 100% compliance with Event Management Handbook in 2008.
- 50% Full Member Federations have adopted ILS Competition Rules for their national championships.
- 100% compliance with the World Anti Doping Agency (WADA) and ILS policies on Anti-doping.
- All Full Members who have approved anti-doping policies that comply with WADA.
- 100% compliance with Host Agreement 2006 and beyond.
- The sanctioning process is in place and used.
- One more Regional/Continental Multi-sport Games includes Lifesaving.
- Published Sport Development Plan for athletes, coaches and officials.
- Competition Organisation & Management.
- Athlete Committee actively contributing to decision making within ILS.
- Structured evaluation process that permits Quadrennial to Quadrennial comparisons in place for the Lifesaving World Championships (Rescue Series) and Lifesaving Development.
Goal 5
To create and implement a strategy to support sustainable lifesaving infrastructures and initiatives in developing nations.
Key Performance Indicators
- Eight new Lifesaving organisations, (preferably two per region), in developing countries have been developed, become members of ILS, and become mostly self sustaining.
Commission/Committee Performance Indicators
- Vision and Strategic priorities for sustainable lifesaving development, with targeted action plan and budget created and approved by the ILS Board of Directors by September 2005.
- 100% increased funds are available for lifesaving development.
Goal 6
To create and implement a strategy to increase participation of youth in lifesaving.
Key Performance Indicators
1. Youth Development Strategy should be available and approved by the Board of Directors by September 2005.
Commission/Committee Performance Indicators
1. There should be a double involvement of youth in Lifesaving by 2008.
